Administrative District and Smart City

PROJECT DESCRIPTION:

This project consists of:

• Establishing connected, ecological, sustainable and independent administrative district and buildings for all ministries
• Deploying fibre optic-based interconnection network between buildings, extranet, data centre, administrative cloud and Smart City solution for public safety, communication and sharing of data between government services, e-governance, e-health, e-education, e-tax and e-citizen procedures
• Setting up a smart administration system: government intranet, dematerialisation of business procedures and data and exchange of data between government departments
• Deploying a management solution: management information system, monitoring of capital assets and inventory, control centre, digital control and monitoring of all administrations and a business continuity management solution. State computer management is provided by The National Digital Development Agency (Agence Nationale de Développement du Numériqueor “ANADEN”)

The programme will include the following technical components:

• Development works on 2 Ha of land
• Construction of 37,000m² of administrative premises
• Construction of 5.000 m² of related premises
• Installation of an inter-building fibre optic network
• Setting up an administration cloud
• Implementation of Government Extranet and Intranet
• Installation of a data centre
• Implementation of e-governance applications
• Implementation of e-services applications
• Operation of terminals

AVAILABILITY OF PRE-FEASIBILITY STUDIES, FEASIBILITY STUDIES, AND OTHER STUDIES:

The implementation budget for this programme is estimated at EUR 87.75 million.

• EUR 71.2 million for the construction of the administrative district
• EUR 5 million for the city package
• EUR 10 million for the smart administration
• EUR 1.5 million for the State management and administration information system and hardware
